Data releases

Every file on Downloads belongs to a numbered release. What changed in each, newest first; the same as plain text in CHANGELOG.md.

A new major version (R3) means BGC ids or file formats changed; a minor one (R2.1), that BGCs were added or removed; a patch (R2.0.1), corrections only. A beta may still change before its final release.
